美国联邦储备银行（FED）主席格林斯潘在致美国证券业协会年会的书面讲话中说，劳动生产率的提高是今年美国经济复苏增强而就业未取得明显改善的主要原因之一，但企业如果要保持目前的销售水平，仅仅依靠通过劳动生产率是难以为继的，因此，这将意味著一个显著的雇佣高潮的到来。 格林斯潘说，自从2001年第四季度以来, 美国非农产业劳动生产率以年率5% 的速度增长，今年第二、第三季度更是增长7.5%,这种高效率使得今年企业利润大幅度提高而没有陷入价格战。 虽然美国经济持续复苏，但就业市场总体仍疲软，格林斯潘认为这也是因为劳动生产力提高所致。新技术投入后, 目前企业正处于学习的过程, 以达到充分运用而发挥新技术的潜能从而提高生产率，这是企业并不急于增加雇佣。此外，在经过两年的经济疲软，企业过于谨慎增加雇佣。 格林斯潘说，在今年减税措施的作用下，个人收入有较大增加，今年第三季度人均收入达到年增长7%。收入增加，需求上升，企业销售增多，近几个月的商品库存已经下降到一个低水平上，而任何增加库存的举措都将会推动经济增长，同时，企业想要继续单独通过提高生产率而重建库存的举措已是不太可能了, 因此，有可能导致一个显著的雇工高潮期的到来。 继续保持低利率 为刺激消费和经济增长，美国联邦储备银行一直保持了低利率水平。格林斯潘在讲话中表示，联邦储备银行将履行今年稍早时的承诺，在一个相当的时期内维持较低的利率水平。 格林斯潘说，区分现在的经济环境与半个世纪前的通货膨胀控制的一个关键的因素是, 在上世纪60年代的经济衰退期的低谷, 通货膨胀率仍保持一个较高的水平, 影响了价格的稳定，当时联邦储备银行冒著有可能阻碍经济复苏的危险, 在经济复苏的早期采取了较有力的货币政策控制了通胀。 但这次经济复苏的环境不一样，目前消费价格通胀率只比去年增加了1%, 企业利润的增长并不是从提高价格而达到的, 而是由于整个经济增长所致。 实际上, Fed联邦公开市场委员会认为, 虽然目前的通胀已经维持在一个很低的水平上了, 但通货紧缩发生的可能性会大于通货膨胀的可能性. 基于这些情况, 货币政策会更加耐心， Fed无意立即上调利率，但将会紧密关注通货膨胀的变化。 Source From:大纪元新闻网
