记者刘华芳报道/ 针对目前中国出现的通货膨胀，德国经济学家协会会员、高级经济师蒋中南先生在接受记者采访时表示，中国的这一波通货膨胀，刚刚开始暴露在江泽民执政的十几年间，中国经济增长的虚假繁荣。 蒋中南说：十三年前，中国工商银行、农业银行、建设银行和中国银行这四大国家银行共持有自有资金大约13万亿元人民币，但在这十几年间，有超过10万个的大中型国有企业倒闭，银行贷款损失惨重，四大银行的自有资金都几乎全部流失。 现在银行仍有很大一笔钱，包括有10万亿的个人存款。据内部资料，其中有4万亿是“假名存款”，包括公款私存、贪污受贿者等。今年8月以来，中国政府搞了一轮反贪污，这些“富人”很多已经开始设法提款，转移资金到国外。 蒋中南说，现在中国的银行贷款呆账高企，在技术上已经资不抵债，很多人相信国有银行，还没有意识到这些银行的不保险。中国前总理朱融基在一个内部讲话中曾说，中国的整个银行体系维持正常的资金周转，需要8000亿元。一旦通胀引发挤提银行存款的事件，银行马上就得关门。 他认为，在中国政府近几年推行扩张的财政政策和今年大量增加银行贷款的情况下，由于各级政府、大中型国企等严重的贪污腐败，造成有效的实质生产产出大大低于货币供应，人民币早就应该贬值。 蒋中南预测，目前中国的物价将继续上涨，到年底时会发展成严重通胀，形成恶性循环，到明年一季度时，中国的物价总水平将全面上涨50%。蒋中南从以下几个方面阐述了他的观点。 *人民币币值被高估 贬值刚开始 今年国内的物价，从生活必需品、到钢材等工业生产原材料、到房地产价格都不同程度地上涨，其中房地产涨价最为严重，青岛、大连、北京、上海等城市的房地产价与3年前相比，已经上涨了3倍；今年的钢材价格也比去年同期高出40%，生活必需品比如大米、面粉、食用油等在北京等大城市上涨了20%至50%。从另外一个角度看，也就是人民币在贬值，估计今年已经贬值了20%。 中国的经济在1995年至1998年间，曾有一段黄金时间，从1999年开始就走下坡路。政府把北京、上海、青岛等沿海城市和内地的一些大中城市建设的很好，过去没法比，但是却掩盖了真相，这些漂亮的城市都是农民、工人的血汗钱和外商投资支撑起来的。漂亮的城市是中国最大的“橱窗展览”，让中国人外国人都觉得，中国建设得好得不得了。 国内的宣传也一直在美化经济。比如，最近美国针对人民币固定汇率制度导致在国际市场经济下出现不公平贸易竞争的严重现象，向中国政府提出，中国应当实行由市场决定的浮动汇率制，但是在国内的宣传中，把美国国内批评中国固定汇率制的声音美化成国际市场看好人民币，要求人民币升值。实际上，现在的人民币币值是被高估了的，由中国经济的实质情况决定的人民币币值要低很多，目前出现的通货膨胀，就是人民币应贬值的一个真实反映，而真正的人民币的真实币值相还远远没揭示出来。 *通胀将继续 挤提存款恐难避免 目前中国物价上涨的幅度，人们还算能承受，但是，这一波物价上涨还将通过连锁效应一波高一波地持续下去。比如说，粮食等农产品价格上涨了，糖类食品的价格就会因为原料的成本增加而相应上涨；钢材价格上升，会推动以钢材为原材料的工业产品的成本增加。这个连锁效应，政府遏制不了，会形成恶性循环。估计到12月底时，通货膨胀可能会很严重，到明年1季度物价会全面上涨50%。 随著物价的继续上涨，免不了要发生居民抢著提款购物，甚至工厂企业也会抢购原材料等生产品的严重事态，那将使银行资金周转发生困难，丧失支付能力。当然，政府会采取强制措施比如限制居民、企事业单位提款等。 *贪污严重 政府开支庞大 债务沉重 他说，每年中国各级政府的开支都很大，其中大量资金被吃喝旅游等公款消费挥霍掉了。例如，仅在1998年，中国审计局就审计检查出，中国各省级政府、中央国有企业和地方国企，仅就现金开支一项就花掉了1万亿元，其中有7500亿元属于不合理开支；而1998年当年全国的国内生产总值为8.5万亿元。中国存在严重贪腐，是制度性腐败，规模大得吓人。 在扩张的财政政策下，其中大量资金被腐败吞噬，没有真正投入到生产环节。且地方政府盲目上项目，低效益重复建设，造成了资金和资源的巨大浪费，就形成生产上去了，经济增长了，但是有大量的是产品积压。 蒋中南认为，中国的财政赤字也越来越大，大举国债，大量发行了国库券和长期国债。这些都是在透支人民未来的资金。 不论从政府、银行、企业哪个部门看，贪污腐败、弄虚作假、危机四伏。国企困难，压给银行，或上市圈钱。国民生产总值水分很大。这些严重的问题被大中城市漂亮的高楼和官方的美化宣传所掩盖。目前发生的通货膨胀，是刚刚开始暴露这些危机。
